Fujian deepens petrochemical industry cooperation with Taiwan

On March 27th, Vice Governor of Fujian Province Ni Yuefeng attended the symposium on cooperation between Fujian and Taiwan in the petrochemical industry in Taipei, and more than 40 Taiwanese petrochemical industry people such as Chen Wuxiong, chairman of the Taiwan Industrial Association, on how to further promote the petrochemical industry in Fujian and Taiwan. Cooperation, as well as related issues such as site selection planning, project promotion, and upstream and downstream integration in the development of petrochemical industry in Fujian and Taiwan, conducted in-depth communication and discussion.
In recent years, Fujian has been committed to building a “petrochemical province”. As early as 2000, the petrochemical industry has been listed as one of the three pillar industries that Fujian has focused on. In the "Straits West Coast Economic Zone Development Plan" approved by the State Council in 2011, it is proposed to rationally arrange, extend and improve the petrochemical industrial chain in accordance with the principles of basement, large-scale and intensification, and accelerate the construction of the Meizhou Bay and Zhangzhou Gulei Petrochemical Base. Formed an important national petrochemical industry base in the country. Actively promote the deep processing and comprehensive utilization of petrochemicals, and promote the development of upstream and downstream industries.
At the same time as Fujian Province accelerated the development of the petrochemical industry, the once brilliant Taiwan petrochemical industry encountered a development bottleneck. Zhou Huaixin, supervisor of the Taiwan Petrochemical Association, said in an interview with the media that the petrochemical industry in Taiwan has a highly developed mature market. From downstream product processing, petrochemical intermediate raw materials and basic raw material production, to upstream raw material refining, it has formed a series of interlocking and supporting Complete production system. However, the shortage of labor, the high cost of labor, and the narrow market on the island have hampered the development of Taiwan's petrochemical industry.
Under the combined effects of various factors, the development of Taiwan's petrochemical industry is limited, and external migration has become an inevitable trend. Fujian Province, which is separated by water, has become the first choice to undertake the relocation of Taiwan's petrochemical industry by virtue of its location advantage and its emphasis on the development of the petrochemical industry. The cooperation between the two sides of the petrochemical industry has ushered in an opportunity.
In 2009, during the economic and trade exchanges between Fujian and Fujian, the vice governor of Fujian Province, Ye Shuangyu, led the Fujian-Tianjin petrochemical industry to sign a memorandum of exchange and cooperation. According to the memorandum, the Taiwan Petrochemical Industry Association will set up a special representative office in Quangang, Fujian. Specifically responsible for organizing, coordinating and handling the cooperation of the petrochemical industry between Fujian and Taiwan. Yang Hao, then director of the Fujian Provincial Department of Foreign Trade and Economic Cooperation, said that the signing of the memorandum will make the communication between Fujian and Taiwan petrochemical industry smoother and lay the foundation for future deep cooperation.
When the Governor of Fujian Province, Su Shulin, led a cooperation exchange group to Taiwan to carry out economic and trade cultural exchange activities, the cooperation between Fujian and Taiwan petrochemical industry once again became the focus of media attention. On March 26th, "Tiantai cooperation and development dinner meeting", Chen Wuxiong said that Su Shulin is an expert in the petrochemical industry. Taiwan's petrochemical industry is facing difficulties. Now it has the opportunity to cooperate under the leadership of the Haixi Special Zone, not only the extension of cross-strait relations. It is also a milestone in the sustainable development of Taiwan's petrochemical industry.
Su Shulin said that the petrochemical industry cooperation between Fujian and Taiwan is now doing some discussion and preparation. The Gulei Petrochemical Base has been included in the 12th Five-Year Development Plan and is in the early stage. Su Shulin said that this year, efforts will be made to complete the feasibility study of the Gulei Petrochemical Base Project, to verify the economic feasibility, and to conduct an environmental assessment. It is expected to be finalized after completion.
The Gulei Petrochemical Base has been favored by the Taiwan petrochemical industry. The top leaders of the Formosa Plastics Group and the Taiwan Petrochemical Association organized more than 20 top-level Taiwanese petrochemical enterprises to rush to Gulei to investigate and dock. At present, Taiwan's petrochemical industry has come to the group to negotiate construction investment matters. 14 projects have started construction, with a total investment of 29.4 billion yuan. The “Taiwan-Taiwanese-funded” signed the “Framework Agreement on Cooperative Construction of Cross-Strait Refining and Chemical Integration Project”, which was initially planned as an oil refinery with an annual output of 16 million tons of crude oil and 1.2 million tons of ethylene light cracking plant, and 26 The downstream petrochemical plant has a total investment of about 4.5 billion US dollars and is expected to be completed and put into production in 2014.
The exchanges between the two sides of the Taiwan Strait are deepening, and the conditions for cooperation in the petrochemical industry are becoming more mature. For the next step of cooperation between the two sides, Ni Yuefeng talked about his own opinions at this symposium. He said that the two sides will jointly promote the upgrading of petrochemical industry cooperation and cherish the opportunity. Cross-strait relations are in a good time for peaceful development, providing a rare opportunity for the development of petrochemical industry across the Taiwan Straits. At the same time, the petrochemical industry between Fujian and Taiwan is highly complementary and has a good foundation for cooperation. Second, we must strengthen cooperation. The two places have established a smooth communication channel and formed a good cooperation mechanism. We must continue to strengthen and improve this mechanism. Third, we must speed up planning. Through technical adjustment and improvement of assessment, the expected progress of the project is guaranteed; Fourth, the environment must be protected. In the promotion and construction of petrochemical industry projects, we have always placed the protection environment at the forefront and strived to build a petrochemical ecological park.
